Summary:
St Paul can pursue 100% literacy aggressively and rapidly by first teaching all adults how to read and write English at [at least] a ninth-grade level. We will use volunteers and those many who are currently employed as translators to instruct adults in small groups, one-on-one or via social networks. The new readers will then be encouraged or expected to read to their children and grand children thus catalyzing a contagious and a rapid growth in literacy to rival South Korea, Finland and Singapore. St Paul will then publicize their status as the most literate city in America.
