Jailhouse Rock!
Summary:
I would use my million dollars to form a coalition that would develop a plan to turn the old Ramsey County Jailhouse into a One Stop Transitional Shelter for the Homeless. It would be facility where individuals down on their luck could receive the necessary help to get back on track with their lives.
As a Guardian ad Litem I once visited the facility and saw that it has a beautiful view of the Mississippi River. It's a shame that that facility has sat vacant for all these many years. The complex should be purchased and put to use for the good of the community. Because it's a jail it already has an adequate number of private rooms and beds. Most likely has it's own cooking facilities, laundry facilities and meeting rooms etc.
The following services would be provided: Social Services, legal services, job training services, housing services, mental health services, health services, dental services, all the things necessary to help people. Transportation would be provided to schools, appointments, rehab, support groups, etc.
The objective would be to provide these individuals with a bridge to help them get to where they need to go.
The Homeless need a place to stay and help and the county needs to do something constructive with that building instead of allow it to languish. The utilization of that facility would be a win-win for all involved.

What makes my idea different and unexpected is that few people would consider a jail as a place to provide help to individuals in need. Many might even consider it an insult to those people. But the Ramsey County Jail is one of the nicest looking buildings on the Mississippi in downtown St. Paul. Tax payers money should not be wasted as it is now with them paying for a building that is not being used and has not been used for years.
The Jailhouse is centrally located and is a facility that could be use to help the Homeless and should be used.

My idea would have a positive impact on St. Paul because it will be providing housing and programs for people in need. A rising tide raises all ships and a program that helps individuals to get back on their feet and working increases the tax base and that's good for everyone.
Plus, many people will feel better about themselves and their opportunities and know that St. Paul is willing to make that kind of investment in them.
Sustainability
Why do you think people will recognize or remember your idea after it comes to life? How might it inspire others to do something similar in their community? (4000 characters maximum or approx. 500 words)
My idea will be remembered because it will probably be the first of its kind in the country. And, it will be remembered because the county took a beautiful jail and turned into a facility to help those in need.
