Traffic Lottery

Summary:

Unfortunately, accidents are the 5th most common cause of human life expiration. The most common these accidents are car crashes. People often fall victim to car crashes because they lose control of their vehicles. What if we could encourage controlled driving and safe driving through a reward system: a Traffic Lottery. Traffic cameras are popular in the western United States. These cameras snap photos of drivers who speed through intersections. Tickets are later mailed to the home addresses of the speeding offenders. My idea builds on top of this concept. We can punish the reckless drivers and reward the safe drivers. Let's say a popular street in Saint Paul has a speed limit of 45 mph. We can set up a traffic camera at an intersection on that popular street. Cars speeding through the intersection going 55 mph or more are fined a set amount of money. Those speeders are billed and they pay the fine. One portion of the fine goes to operating expenses for the cameras. A second portion of the fine goes to city taxes. A third portion goes into a lottery open to all of the cars that obeyed the speed limit through the intersection. Who qualifies for obeying the speed limit? Anyone going 40-50mph on a 45mph street. The drivers going 50-55mph aren't punished, but they don't have an opportunity to participate in the lottery either. Once every month a lottery will be held to offer off a portion of the speeders pool of money. That money (after federal taxes are taken out when applicable) is sent by mail directly to the winner of the lottery along with a "Thank You" letter for driving responsibly on a popular street through a popular intersection. If speeders are caught in January, the lottery for that month will be held and granted in April to give ample time for the speeders to pay their fines.

What makes your idea different or unexpected? (4000 characters maximum or approx. 500 words)

These traffic cameras already exist in the western United States, but they only punishes the speeders. This is negative reinforcement to drive safe. A reward system added onto the idea of traffic cameras is positive reinforcement. We will positively encourage safer driving because one will have the chance to win money from the offenders. I don't have media, but this idea will show the city of Saint Paul in a positive light. Media coverage will come from all over to see Saint Paul's traffic lottery.

How will your idea make a difference in Saint Paul? (4000 characters maximum or approx. 500 words)

Based on the data available to me at http://www.census.gov/, in 2009 near 25% of all car fatalities in Minnesota were speeding related. Thirty car fatalities in that same year happened in the city of Saint Paul (http://www.city-data.com). That thirty represents just the deaths due to speeding. There's no telling how many accidents there were due to speeding. With new technology to distract driving, I'd imagine the number has gone up over the last few years. People are wonderful. Each person is full of imagination, beautiful thoughts, and glorious expression. Life offers so much potential and I'd hate to see someone's life end early due to reckless driving. This idea could save lives in Saint Paul. Let's make Saint Paul a safe place for all to enjoy and for all to live.

Why do you think people will recognize or remember your idea after it comes to life? How might it inspire others to do something similar in their community? (4000 characters maximum or approx. 500 words)

This idea will touch people throughout the city one at a time. People will come to love the city because Saint Paul gives back to its citizens financially. It won't spark much attention until that first check shows up in the mail or on the doorstep of one deserving driver. Someone will get that check and will be overjoyed. That person didn't have to do anything, but drive responsibly and the city recognized him or her for doing so. The traffic violators pay for the operation expenses of the camera. Since a portion of the offender's fine goes to operating the traffic camera, the overall cost and maintenance of the system remains low. When people see the enthusiasm for one traffic camera, others will want one in their portion of the city and the joy will spread throughout Saint Paul.
