Summary:

I would reopen and ventilate all the sealed-off and covered caves on the other side of the river through Lilydale and open them up and use the natural features that make St. Paul a unique place.

There could be cultural heritage, as well as a profit for businesses that could occupy the caves and expand the city in areas untouched and undeveloped. The caves would be a tourist destination instead of public nuisance and it takes advantage of St. Paul's natural features.

Actually, go ahead and add Mound's Park to the list. Double Bonus! Stops teenagers from partying and suffocating. Everyone else who grew up here would want to see them open again.

The railroad trashed the caves when the city was built. They've been an eye sore and a danger for a century. Let's reclaim them.
