Summary:

Transform Mears Park into a European-style Christmas Market with a Minnesota flare. Every year from the day after Thanksgiving through early Christmas Eve Mears Park will become an idyllic market & festival. The park, lights twinkling, will take on a magical winter-wonderland atmosphere in a Lowertown version of a Dickens village - cozily nestled in & embraced by the charming cityscape of picturesque old brick buildings accentuated by the stunning crystal visage of Galtier. Families from across the region will make St. Paul a destination for this signature event to stroll in softly falling snow sipping hot cider & cocoa, Glühwein or a Minnesota wine or craft beer. They will snack on toasted almonds, holiday cookies, bratwurst & other traditional or Minnesosta-esque treats while listening to live music and browsing quaint holiday-decorated huts shopping for art, handmade items, toys, books, Christmas tree decorations, ornaments, etc. Children will visit Santa’s workshop with child-friendly arts and crafts & sit on Santa’s lap to offer their Christmas list.
To make this especially magical & well-attended (think revenue) but not critical to proposal (a bit of fanciful dreaming here – but all possible!):
• Seasonally rebrand/rename Mears Park "Snow Globe Park."
• Mount snow making machines on poles on each corner of park/suspended in middle from cable (guarantees a "white Christmas" & white S.P. Winter Carnival venue). Great photo ops for holiday cards, etc.)
• Heat stream - create a winter wonderland affect … snow falling (on demand) … snow lined stream trickling gently through park (great photos for weddings, holiday family pictures, etc.).
• Heated sidewalks (clear from regular & "snow maker" snow … safe/useable).
• Close 12/26, leave huts in place, reopen as Snow Market for S.P. Winter Carnival; evolve to carnival-like atmosphere - food trucks, bands, etc.
*The word Christmas is used for brand impact. This is a cultural event, secular & inclusive.

• This takes an existing resource & leverages it into a greater social, cultural, recreational & revenue-positive force.
• It captures synergy & also creates synergy.
• If done well - true to theme, highly aesthetic, thematic & well programmed (music, lights, snow machine, huts, events) it would give St. Paul a very high profile – and would simply be a very fun event!
• Initial investments would translate into revenue generation from the event itself … booth rental, sales, etc. - to spinoff tax revenue from restaurants, bars, hotels, shopping, etc.
• The key to success and what would separate it from other potentially similar events and create a powerful niche for St. Paul, is the investment of up to $1M to allow it to start as a high caliber and truly signature event.

• Annual event that will grow in design, impact and participation.
• Collaborative event between the private & public sectors.
• Inclusive event drawing from a local, state and regional population (perhaps one day national & international … ‘ya gotta’ dream big) and including all people (races, cultures, generations, genders, etc.).
• Will spawn other events (corporate, groups, holiday parties, receptions, weddings, etc. – think revenue & urban energy) using synergy of & during the event and/or inspired by but separate from this event.
• Will be revenue positive feeding the St. Paul & State economy which will allow it to be sustainable but even more, its revenue positive structure can generate revenue to support other projects for community/social good.
