A transit system involving a very small fleet(i.e. 2) electric or bio-diesel mini-buses or street cars. This would serve the neighborhood with routes centered on neighborhood needs instead of pass-through main street. Runs from extremely early to extremely late. It would be free and connects to MCTO (MCTO stands for Metropolitan Council Transit Operation Service).

Transportation in St. Paul under MCTO (MCTO stands for Metropolitan Council Transit Operation)is large, monolithic one-size fits all model. Focuses on the center city. Small, agile service allows the elderly and or disabled to use the transit and pay anyone who chooses access to their own neighborhoods.

St.Paul has been referred to as 14 towns with a mayor and that is largely true. Strengthening neighborhood connections, strengthens neighborhoods which is the pillar of the city.

Transportation is the number one barrier to breaking through on urban poverty. This would break through that barrier.
