We don’t really need to come up with new fancy idea! Lets replace our old decrepit infrastructure. (Also replace Lafayette bridge before it collapses)
Create better pedestrian access to downtown. Replace stairs at hall street on the call it a “trail”/“lookout” to get around the current American Disabilities that is restricting replacing the “Stairs” without having an elevator. Also, have an attractive garden and lookout are to beautify the neighborhood

It is different because it does not give up on having a stairs constructed and having them be a scenic lookout/overlook. Also, it happens to have passages to caves.

This would help people get out and walk more. It could open up downtown Saint Paul for those of us living on the West Side.

People that live on a Saint Paul's West Side will be to walk downtown, to the caves, to Harriet Island. It might help curb our society's obesity epidemic by expanding pedestrian opportunities and supporting pedestrians.
