Summary:

There are many Colleges in St. Paul. All those professional minds and aspiring students could be used to invigorate government by developing a think tank to help government at all levels in St. Paul (City, County & State) deliver services more efficiently and effectively. Our students young mind’s still think outside the box and can offer new perspectives. Together they could also use their academic knowledge and understanding to help government decide which services could be dropped, changed, or reinvented. The colleges could collaborate and use this grant to pilot some ideas and do some case studies for the government sector. As government is asking many sectors of our economy to be sustainable, we also need to find ways to build sustainable government for the future. This cultural change for our different levels of government is vital to our future. The services provided by government at all levels are important to the various constituents and costly to the taxpayers. It is important to find out what services the citizens truly want, what they will pay for, and what they can afford. Together we can create models for more efficient delivery of government services at all levels of government.

What makes your idea different or unexpected? (4000 characters maximum or approx. 500 words)

It takes into account the combination of all the educated talent and young talent in St. Paul to build a sustainable business of helping government become more efficient. Our citizens support college education for students who go into the private sector (such as MBA’s) to help make businesses be competitive. Yet, government generally does not hire employees or consultants whose main job is to make service delivery more efficient and effective. Government may be different in some respects than the private sector but productivity, performance management, and evaluating programs may not be as different as we think. Government programs once established are also harder to change because government units are designed to take less risk, because of the rules designed into public systems.

We could make St. Paul the place where governments across the country come to for help in improving the way government services are delivered, changed or even dropped. We could attract the professional talent and companies to develop around our many colleges that could build the models for government service delivery that helps government be more effective, helps the citizens served by government be better served, and reduces the extra burden on the taxpaying public. St. Paul could become the center for continually improving government like the Silicon Valley is to IT or the Research Triangle is to medical research. This would add a lot of high paying jobs to St. Paul and provide a much needed service to our country.

Why do you think people will recognize or remember your idea after it comes to life? How might it inspire others to do something similar in their community? (4000 characters maximum or approx. 500 words)

The Citizens across the country are all being asked to be more innovative and competitive as we compete in a world economy. As business has to compete and be efficient so must government. This will stretch the citizen’s dollars so we can maintain the American standard of living and the American way. If government in St. Paul finds ways to be more efficient, other governments across the country will follow from the peer pressure.
