Summary:
Give 1000 people $1000.00. It is basically what you are doing with the million dollars, except that it is broken down further to involve 1000 people (giving each of them $1000.00 to work with). The rules of game would be that each recipient has to do something good with the money locally benefiting St. Paul or turn it into a profit. (any profits above $1000.00 would then be returned and given out to another person to do the same thing). People would submit ideas in order to be considered for the $1000.00.
