Cass Gilbert's Promenade

Summary:

Two important areas of St. Paul are divided and need to be united. My idea is to implement (what I understand was) Cass Gilbert's original vision for the State Capitol building to be connected to the river with a beautiful greenspace/mall. If a part of the overpass of 94 was "mall-ed" over residents and visitors could walk from the lovely river development to the Capitol and Cathedral. I envision Cass' promenade line with trees and with a walkway paved with bricks noting the many accomplished residents of St. Paul. Thousands of citizens gather at the Capitol each year to participate in democracy and sadly few of them venture beyond the Capitol to downtown. By creating a mall of walkable greenspace the businesses downtown could benefit from the influx of visitors each year during the Legislative session.

Though such a project would likely cost more than a million dollars, increased revenues to businesses would assist in financing.
