Summary:

If I have a million dollars, I will invest in a creating a Hmong Community Development Center (HCDC). This proposal is an Ethnic Cultural-Specific Community Development Center that would emphasis on the important of self-proficiency and self-reliance through investing and developing one’s own self as a community. I believe that striving for greatness come from within one’s own self, and most importantly, how this greatness is benefits/impacting the things that most important to one-self such as family, neighborhood, ethnic community, etc.

The fundamental of this propose project is using the existing mainstream Community Development model to development an Ethnic Cultural-Specific Community Development Center to address, encourage, and promote self-development within the specific disadvantage community. The HCDC will be non-profit entities that will be govern by a Board of Trustee who are leaders, business owner, professionals from within the Hmong community as well as other non-Hmong who have interest in investing in developing the Hmong community. The project is consisted the following steps:

A.Establish a HCDC to coordinate all business and economic development activities for the Hmong people.

B.Establish fund to provide start-up loan for Hmong community who wants to start small business.

C.Forming partnerships with public and private entities such as the SBA, banks, foundations, local and state governments as well as other low interest loan entities and financial groups.

D.Establishing business incubator within the local Hmong business establishment to foster new business development

E.Create micro and macro training programs for facilitating business plans for individuals who have idea or interest

F.Facilitate the cooperation among all business owners to create business opportunity for the Hmong community.

What makes your idea different or unexpected? (4000 characters maximum or approx. 500 words)

My idea is not a new one rather a new application of a successful programs that already make Saint Paul great. I have watched the resurrection of Frog Town areas community around University Ave from the 1970s and 80s into a vibrant community today. The success is a result from a few individuals within the Frog Town community who chose to make the effort to invest in their own community.

This project proposal is designed to be self-sustain from the contributions within your own community. The models have been tested, implemented, and it is benefiting the Saint Paul Community.

How will your idea make a difference in Saint Paul? (4000 characters maximum or approx. 500 words)

Once this proposes cultural-specific project work in the Hmong community, it is duplicate-able in other disadvantage diverse community within St. Paul area. The minority is the majority populations in MN and they are the lease contributor in to the Minnesota economy. Saint Paul will be that much greater if the diverse community (minority) would become the majority contributor in Minnesota.

Each of the diverse communities have the capability to improve its selves and strengthen their own unique cultural. Giving a chance, it will minimize poverty, disparity, crime, and social problem within each unique community.

Why do you think people will recognize or remember your idea after it comes to life? How might it inspire others to do something similar in their community? (4000 characters maximum or approx. 500 words)

People as a crazy Hmong individual inspires others to make a different in their life by believing that self-betterment is come from within yourself and only you can make it happen to better your own community.

By nature, we all want a better life, better school, home, etc. This proposes project is not a project to do better to someone else. It is a project to do it to better one’s own situation or living condition. Once other see that it does change other’s life for the better, they will follow. Set example by doing.
