Summary:

The World Cultural Heritage District (WCHD) based in the University Avenue area by the State Capitol is a vision developed by the local community as an economic development strategy to tap into the cultural assets in the area. From that vision in 2005 have emerged four distinct concepts: Little Mekong, celebrating the Asian Community; Historic Rondo Cultural District celebrating the old Rondo Neighborhood; Little Africa celebrating African immigrants and The African American Cultural Heritage Corridor celebrating the African American experience in Minnesota.
The WCHD will be a gateway to other cultural nodes across the state. With a million dollars we would build up the cultural infrastructure within the area and then expand and link to other cultural nodes. Ultimately we envision on the Green Line a WCHD East in Saint Paul and a WCHD West in Minneapolis. We will link to other cultural nodes across Minnesota such as around the Indian Reservations across the State or to other cultures such as the Swedish Institute. Other cultures seeking a space such as the proposed Irish Center could find a home here.
This is a blue ocean economic development strategy around ethnic cultural heritage tourism. Tourists coming for cultural purposes tend to stay longer and spend more money than other tourists. The project once mature will be self-sustaining through the cultural organizations and the tax generated.
A pilot marketing program in late 2012 revealed that this area could attract customers from both the immediate area as well as across the metro area.

What makes your idea different or unexpected? (4000 characters maximum or approx. 500 words)

This concept is unique in Minnesota – under the umbrella of the World Cultural Heritage District all cultures of the world can be celebrated. However because it is located in low income minority communities these communities could be the first to benefit from the economic development activities that will arise from the new opportunities presented. There are other cultural destination points in Minnesota but they are isolated. It also allows a conversation of racial equity and justice to occur at a pro-active and non -threatening level.

How will your idea make a difference in Saint Paul? (4000 characters maximum or approx. 500 words)

Minnesota has not much to offer as a cultural heritage destination point both for domestic as well as international travelers. The WCHD will help put Minnesota on the global map with Saint Paul as the nodal point. In this current global economy having a sophisticated cultural infrastructure is very important to attract and retain business and talent.

Why do you think people will recognize or remember your idea after it comes to life? How might it inspire others to do something similar in their community? (4000 characters maximum or approx. 500 words)

As one community member remarked – people will discover the world in our neighborhood. This idea has already inspired others to do something similar. Ever since this idea was initiated in 2005 people have been developing new concepts like Little Mekong and Little Africa.
