A web-based wiki of St. Paul, connected to real locations in St. Paul through QR codes placed on thousands of locations thoughout the city and connected to GPS locations linkable with Google Maps and the other location based services. These physical QR codes and the location information allows users to get information about the immediate world around them. This includes transit, shopping, historical, artistic, tour-based information. The service could be paid for with location-based advertising that did not connect personal and location information, therefore being self sufficient.

Making St. Paul more maneuverable, useful and connected will help attact companies and investment. Historical connections provide a link to the past. Every location becomes a story. The infrastructure of a connected city is laid.

I am not sure is is different. Instead, its time has come. It is different in that it lays out an infrastructure for non-physical activities. The idea has the ability to perform interesting things immediately (provide a link at a historical site, give locations of stores and public facilities by location, connect neighbors and visitors).
