Summary:

Experience living, working, shopping, recreating, socializing! Develop the riverfront on both
sides of the Mississippi with separate walking and biking paths connected with bridges. Create
setbacks for small businesses, boutiques, outdoor eating establishments and an open air
market. Consider using the old jail a part of this project, possibly as a boutique hotel. Include
patches of park space (which could also be used for events such as a weekly farmers market
and home base for running or biking races) and an area to dock non-motorized watercraft
(canoes, kayaks, paddle boats). Dot the landscape with sculptures, add platform areas for
resting and viewing scenic surroundings, and make the area accessible to everyone by providing
attractive steps and elevators. The tree lined walking and biking paths should extend past Rice
Park to connect with the downtown area. Perhaps this could be accomplished by converting a portion of a lightly used one way street (or other streets as well) for this purpose..but connecting the paths to downtown should be a consideration.

activity and raising nearby property values (thereby generating increased tax revenue for the city), a developed waterfront has an opportunity to provide significant benefits for nearby
residents, local businesses, tourists and the city of St. Paul.
