Summary:

I’d spend the 1 million dollars to buy a set of video-camera low-altitude “drones” which could be stationed at strategic launch site locations in St. Paul, and set up the training and infrastructure to use them effectively. It would work this way - as soon as a motorist refuses to stop for the police, a drone would be launched and directed to follow that vehicle until police could safely make the arrest. This system would virtually eliminate the injury, loss of life, and damage to property that occurs every year during police chases. The technology has been developed at our expense by the US Department of Defense – it is time that we got some local benefit. Certainly some military veterans with training as controllers could be employed as trainers or operators for our system.

I’d spend the 1 million dollars to buy a set of video-camera low-altitude “drones” which could be stationed at strategic launch site locations in St. Paul, and set up the training and infrastructure to use them effectively. What makes your idea different or unexpected? (4000 characters maximum or approx. 500 words)

Innovative - As far as I know there is not a system like this in use in the USA. Unexpected value may be in the reduction of the number of motorists who choose to drive off, knowing that they are much less likely to get away. Another unexpected value could be the use of a video drone to immediately assess an accident site, or a fire alarm origin point, allowing a more measured level of response to be provided.

Impact - There will be many fewer innocent people injured/killed as a result of police chases. There will be fewer lawsuits against the city asking for damages. Officers will be spared the heartbreak of having hurt or killed an innocent person.

Why do you think that people would recognize this as a good idea?

The benefits will be clear, especially when the newspaper runs some stories about the improved results, and the TV news shows some of the video recordings from the drones.

Why do you think people will recognize or remember your idea after it comes to life? How might it inspire others to do something similar in their community? (4000 characters maximum or approx. 500 words)

Sustainability – I estimate that the savings in damage reimbursements and legal costs and cost of damage to police vehicles (annual average) would pay for the operation and maintenance of this system, once it is put in place with the $1 million funding. Once the system is optimized, this idea could be quickly replicated in other communities who would be able to use the proven technology and procedures that have been developed in St. Paul. We’d be a leader in this area!
