Summary:

A sleeping jewel waits to be reimagined and would become a unique destination in downtown St. Paul on the river. This award would fund a design competition for the repurpose of the soon to be vacant Ramsey County West. The view to the river from this site is the best development opportunity on the river, our city, St. Paul, has left. This building is composed of five warehouses that have structurally sound foundations upon which to build out from. Imagine an interior winter garden/green space, a large performance space and deck promenade rising above ground level. The southern exposure and view of the river would invite an innovative energy efficient design and attract eateries/retail space/ services for 7 stories down to a deck that would rise above the railroad grade in order to invite people to enjoy the river. This view is wonderful regardless of the season There is no interior space on the north side of the river that is easily accessed and public- thus design in a public space that attracts, music, cultural events, performance and with a view of the river. A design team of experienced developers, architects, landscape architects, urban planners and energy efficiency designers, and community voices would be led by a project manager who would develop the criteria to host the competition. Cities all over the world have recreated urban multi use space that is unique yet builds on the assets that already exist in their cities.

What makes your idea different or unexpected? (4000 characters maximum or approx. 500 words)

I have traveled the world. St. Paul can compliment all it's archetecural and cultural assets with a innovative design that invites residents and visitors to see the river in a unique way and builds on the river redevelopment that has been accomplished over the last 20 years. The existing use of this building as commercial office space is a mismatch for the potential it holds. Ramsey County does not have the funds to develop this site yet it can partner with a design team to get it back into the tax base and meet public use goals that will have multiple benefits.

How will your idea make a difference in Saint Paul? (4000 characters maximum or approx. 500 words)

I have lived worked in St. Paul for three decades. We are building vitality back into downtown. This will add a visual, aesthetic experience that only adds to other attractions. I come downtown on evenings and weekends more than most, but we have to attract markets that typically do not come downtown and or extend other opportunities from one part of downtown into other areas.

Why do you think people will recognize or remember your idea after it comes to life? How might it inspire others to do something similar in their community? (4000 characters maximum or approx. 500 words)

I can visualize many urban designs that draw people because they are invited to that space. They repeatedly relate to a sculpture, or building or amphitheater, or pier or park because it gives them an experience. The Northern side of the river is a blank and boring pallette and something visually pleasing and inviting from any angle will only enhance the city.
