Summary:

In a world where image is often everything, Saint Paul could benefit from a bit higher profile in the national consciousness. Here’s how I would leverage $1 million to best accomplish that: Put out a call for proposals from Minnesota screenwriters – and have them submit storyboards, script outlines or YouTube mini-scenes – for movies that would feature Saint Paul as a backdrop in the plot. Award grants to the top 10 of those screenwriters for $100,000 a piece, and thereby hire them for two years (i.e., $50,000 a year for each of the 10 of them) to write the scripts for movies set in Saint Paul. From that, you could get 10-20 scripts written, and I bet the Minnesota Film Board could help get 2-5 of those movies produced. That alone would bring in more than $1 million in movie production spending in St. Paul. And if just one of the movies turned out to be a “hit,” the public relations benefit reaped by Saint Paul and its citizens would be “priceless.” Ready? Set. Action!
