Hi, Sana -- My idea is to have a city coordinator who could receive complaints or requests for a mob, as well as dispatch call outs. The city coordinator would be essential to maintaining the confidentiality of the person who identifies a problem and the members of the SPLASH mob. He or she would also know if a problem required special expertise of a "team leader" or city staff member. Thanks for your comments! I'm looking for a city partner right now.
